Planning Battle: Poulton Housing Plan Blocked – But Developers Poised for National Appeal
In a decision that reflects community concern over infrastructure, Wyre Council planning officers have refused controversial proposals for a 208-home estate in Poulton-le-Fylde. However, many residents and local commentators believe the battle is far from over, expecting the developer to immediately launch an appeal to the Planning Inspectorate, a process that has previously overturned the Council’s verdicts on similar major schemes.
The application, submitted by Wain Homes, sought to construct 208 residential units on a 27-acre plot of land south of Fouldrey Avenue, near Breck Primary and Brookfield School. Following significant local objection, the scheme was refused for multiple reasons:
Why the Application Was Refused
The planning case officer listed several strong grounds for the refusal:
- The scheme was deemed contrary to planning policy, as it was located partly within an area designated as Countryside in the Wyre Local Plan.
- Concerns were raised over the proposals, including three-storey apartment blocks, being unsympathetic to the appearance and layout of surrounding development.
- Insufficient information was provided for a complete assessment of the impacts on highway safety along Fouldrey Avenue and the wider network.
- The application failed to demonstrate an acceptable drainage solution, leading to flooding concerns.
The Precedent of an Appeal
Despite the local authority’s clear refusal, the widespread belief that the development will still go ahead is based on recent local history. Major developments in Poulton have a track record of winning at the national appeal stage, overriding the Council’s decision.
A notable example involves a separate, even larger plan for up to 330 homes on land south of Blackpool Road, which Wyre Council had rejected. That application was later granted permission by the Planning Inspectorate on appeal in 2022. This established precedent makes it highly likely that Wain Homes will escalate the Fouldrey Avenue case to a national inquiry, where the decision is based on national policy and housing targets, often favouring development.
Poulton’s Continued Development Surge
Regardless of the final outcome of the Fouldrey Avenue appeal, Poulton is already experiencing significant residential growth. The town continues to be a focal point for housing delivery across the Wyre area:
- Under Construction – The approved 300-home scheme on Blackpool Road, being delivered by Story Homes and Bellway Homes, is already moving forward and represents a major current building site.
- Active Sites – The Tithe Gardens development on Poulton Road is currently marketing and selling properties, adding hundreds of new homes to the area.
While the refusal of the 208-home scheme provides a temporary success for local campaigners, the pressure to meet housing targets suggests this fight to protect open space in Poulton is destined for a higher court.
